The FFIC’s Mission

The Fonds de formation de l’industrie de la construction (FFIC) was set up by the labour and management parties to ensure the promotion of continuous training and to assume the financing of upgrading activities for workers in the institutional and commercial, industrial, civil engineering and roadwork sectors of the construction industry.
Upgrading Courses
Conditions of Eligibility
Eligible workers
To be eligible for a training activity and to benefit from the financial support of the FFIC, workers must have worked mainly in the institutional and commercial, industrial and civil engineering and roadwork sectors and meet the following conditions:
- Hold a valid competency certificate issued by the CCQ.
- Have the prerequisites for the selected course.
- Have hours worked and declared to the CCQ in their trade or occupation related to the chosen training, either:
- A minimum of 400 hours worked and declared to the CCQ in a trade or occupation during the last two years;
- OR
- At least 8000 hours worked and declared to the CCQ in a trade or occupation, including one hour over the last five years.
Additional condition for training of 135 hours or more:
- Have at least three times the number of hours declared for the number of hours planned for the training.
Eligible companies
- Be registered with the CCQ.
- Own a business in the territory of Quebec.
- Have declared in the monthly report of the CCQ (with deductions) at least 1500 hours worked, of which more than half have been declared in the institutional and commercial, industrial and civil engineering and roadwork sectors for one or multiple competency certificate holders, during the last two years.
A contractor who wishes to offer upgrading courses to his employees must make sure of their eligibility.
Methods of Reimbursement
- In addition to registration and education costs, the FFIC reimburses travel and lodging costs.
- Full attendance is mandatory for obtaining reimbursement of these costs.
- Each file is analyzed individually: calculation of the distance, evaluation of the overlapping or continuity of courses taken as well as the proximity of the selected training to the worker’s region of residence.

Stages of Reimbursement
Workers
For a course listed in the Répertoire des activités de perfectionnement:
The worker does not need to make an application for reimbursement. Everything is done automatically by the CCQ according to the FFIC incentives.

For a course not listed in the Répertoire des activités de perfectionnement:
The worker must:
- Complete Formulaire 1 for eligibility and reimbursement

- Only applications for eligible courses will be considered by the FFIC for reimbursement.
- If possible, attach the course outline and the trainer’s CV to the form
- Send the completed application to the FFIC at the following address:

- Once the training is completed, send the following supporting documents to the FFIC:
- Receipts for registration and education fees
- Lodging and transportation costs are reimbursed according to the Table of incentives. No receipts are required.
A period of four (4) weeks may be required for the processing of an application for reimbursement.
Exclusion:
Health and safety courses are excluded.
Employers
For a course listed in the Répertoire des activités de perfectionnement:
The employer and the worker do not need to make an application for reimbursement. Everything is done automatically by the CCQ. The payment of the incentives will be made directly to the worker.
For a course not listed in the Répertoire des activités de perfectionnement:
The employer must complete Formulaire 2 or 3, according to the applicable situation. The payment of the incentives will be made directly to the worker.
